Overaching Principles and Legislative Priorities

The Texas Association for the Education for Young Children (TAEYC), an affiliate of the National Association for the Education of Young Children (NAEYC), is committed to excellence in early childhood education.

Texas supports legislation and policy statement that are based on the following overarching principles:

1.  All Children deserve access to a safe and accessible, high quality early childhood education that includes a developmentally appropriate curriculum, knowledgeable and well-trained program staff and educators, comprehensive services that support thier health, nutrition, and social well being in an environment that respects and supports diversity.

2.  All Early Childhood Professionals deserve to be supported as professionals with a career ladder, ongoing professional development opportunities, and compensation that will attract and retain high quality educators.

3.  All Families deserve access to early care and education programs that are affordable and of high quality, and to be participants in the education and well being of their children through parental involvement in programs and schools, as well as opportunities to increase their educational attainment.

4.  All Communities deserve accountability for the quality of early childhood programs provided to all children, backed by the state and federal funding needed to deliver quality programs and services.

Legislative Priorities

TRAINING AND SUPPORT FOR EARLY CHILDHOOD EDUCATION PROFESSIONALS

Improve the recruitment, retention and quality of early childhood education professionals and establish the field as a multi-level career path.

FAMILIES WITH YOUNG CHILDREN

Support expansion of an integrated model of service delivery between Child Care, Head Start and public Pre-k, to increase access to full-day, full-year quality pre-k services.

CHILDREN

Establish and provide funding for a network of child care consultants to provide technical assistance to early care and education programs seeking to improve their safety and quality of care and to promote children’s school readiness.

Improve Safety and Quality of Care for Infants and Toddlers and increase payment rates to child care providers serving our highest need infants and toddlers to ensure safe and quality care is available for our youngest children.
